The greatest appeal of this property is that, despite having the same kind of setting as the Yatsugatake Village villa area, it is a sole-ownership plot with NO villa management fees, facing the road and a clear mountain stream that runs along the back of the site. There is no urban noise and no passing traffic; you hear only the babbling water and birdsong. There are few buildings in the area, and no foot traffic or bustle. (The land was originally developed as a villa subdivision.)
The previous owner says a water-supply right fee was paid at the time of purchase, so the front road is thought to be the villa development access road, and a water pipe (shared well) may have been installed. However, the sales and management company no longer exists, so this cannot currently be confirmed. The area allows well drilling (the application takes about one month), so you could secure a valuable water source for domestic use as well. (Well drilling can also be arranged on request.)

Whether to build a house on land with such restrictions is a matter of personal values, but it is also proof that the land remains in its natural state.

Building in a Red Zone requires measures such as reinforced-concrete construction or a reinforced-concrete retaining wall, so you can be aware, take countermeasures and prepare in advance.

A raised-floor structure lifts the floor high above the ground, protecting against moisture, flooding, landslides and, in heavy-snow areas, snow accumulation. The space under the floor can be used effectively as a garage or storage. Living space on the 2nd floor or above also offers advantages in security and privacy.
This kind of construction is seen not only in sediment-disaster areas and on slopes but also in city centers. It also adds to the appeal of this location: a view down onto the stream, a good view of the surroundings, and privacy. Even apart from the special warning area, it should not be a major obstacle for those who like this type of construction. As you will see on site, it is not a place that feels dangerous, but in the current climate unmaintained land is classified as a Red Zone from a risk-management perspective. The seller is familiar with mountains, streams and civil engineering, and has come to feel that hardening weirs, roads and cliffs with concrete is not necessarily safe and "carries different, sometimes larger risks." There are various countermeasures that work with nature, so please consider the pros and cons from many angles.
From the above, it may also suit those considering a mobile off-grid accommodation unit not subject to these regulations, a camper-van auto site, or a private campsite.
The neighboring plots on both sides also have no buildings, so if you want a larger area, buying the adjoining land in addition may be possible.
There are log-house villas and permanent residents nearby, which is reassuring in an emergency. The site slope is gentle, so filling or leveling is probably unnecessary, and vehicles of a certain size can enter, so convenience is not bad. The seller has only mowed the grass as of the current state (7 July 2026) and has done little maintenance. Bamboo grass and weeds will gradually grow back, but an experienced person could clear it in a few hours. The large trees on the site are two white birches planted by the previous owner.

この度の「令和8年熊本地震」でも分かる様に、ハザードマップ指定区域外で山が崩れる事例は全国で実際に多発しており、ノーマークのエリアでも多く被害にあっているのが実情です。

この様な規制がある地に家を建てたいか否かは個人の価値感ですので御判断頂きますが、本来の「自然のまま」が残る証でも有ります。
(私個人の感覚では、この様な自然のままの地形の方が、異変にも気づきやすい「平常時の把握」、「シグナルの直感性」、「生態系の反応」が肌で感れ「予知」「管理」がしやすい土地だと認識しています)
レッドゾーンにおける建築に際しては、鉄筋コンクリート造の建築もしくは鉄筋コンクリート擁壁を設けるなどの対策が必要となりますので、事前に「認知」「対策」「備え」が出来ます。

高床式構造は、床面を地面から高く上げることで、湿気や水害、土砂崩れ、豪雪地域では積雪等も防げるメリットがあり、床下空間を車庫や収納として有効活用できる敷地の有効利用にも利点が有ります。 また居住スペースが2階以上になるため防犯やプライバシー面でも優れた利点が有ります。
上記の様な建築は、土砂災害地域、斜面地に限らず、都心部でも見られる構造で、この様な構造にする事で、この地ならではの魅力も増します。沢を見下ろす景観、周りを見渡す景色も良くなり、プライベートも確保できる等の利点が多く、土砂災害特別警戒地域でなくとも、この様な建築構造を好まれる方には、特に大きな障害ではない様に感じす。現地を見て頂ければ分かりますが、そう危険を感じる様なところではないですが、この御時世では、危機管理の観点から未整備の地はレッドゾーンに位置ずけられます。私は山、沢、土木にも精通していますが、堰堤、道、崖部などコンクリートで固めることが必ずしも安全とは限らず「違うリスクが伴い危険性も大きい」と、つくづく実感しています。自然を活かした対策法は様々ありますので、色々な面、角度からメリット、デメリットを踏まえてご検討頂ければ幸いです。
※以上の面から各規制が掛からない、移動式オフグリッド宿泊施設やキャンピングカーを停泊させてのオートサイト、プライベートキャンプ地としてお考えの方に適している立地かもしれません。
※両隣の土地も建築物はないので、もう少し広い土地を望まれる様であれば、隣接地の買い足しも可能かもしれません…。
近隣には別荘使いのログハウスや定住者もいますので、いざ、という時の安心感も有ります。敷地の勾配は緩やかな為、盛り土等の整地は不要だと思いますし、ある程度のサイズの車両も進入できますので利便性もそう悪くはないと思います。当方では、現状(2026.7.7)に草刈りをしたのみとなり、余り手入れはいれていません。次第に、また笹や草が生い茂ってきますが、慣れた方なら数時間もあれば伐採は可能だと思います。敷地内の大きな木は、前所有者様が白樺を2本植えた物だと言う事でした。
