Description
Stunning 180° views from a villa at 400 m elevation. Kochi City lies right in front of you, and in the distance you can see Tosa Bay (with Cape Muroto to the southeast). Lying in bed, you can see the city's night view and the light of the Cape Muroto lighthouse past your pillow. It is a 30-minute drive from central Kochi, so commuting is possible, but this is a property with some circumstances.
I built this villa on the land 15 years ago, but then discovered a major problem securing water. Just as that problem looked solvable, a new one arose: I ended up owning another villa. About 20 villas were built around here roughly 35 years ago (1988) during the bubble era. The "other villa" in question was built then, on the plot immediately west of mine.
When it was built, water was reportedly available, but later the water supply failed and the neighbor to the west left the villa abandoned for about 20 years. They apparently came occasionally to cut the grass and air out the rooms, but in recent years, as they grew older, it was left abandoned for several years, with weeds growing wild and spreading onto my side. So I, the one with the water problem, asked them to let me have it so that I could dig a well. The talks went smoothly, the well construction succeeded, and that is where things stand today.
At first, because the building is old, I considered demolishing it, leveling the land and installing solar power, but solar power generation was already no longer profitable. On the other hand, trees had been cut down for the well construction, and the contractor said that if there is sufficient water, the value as a "super scenic villa" is extremely high.
I consulted a local real estate agent but was not taken seriously. I was also told the land itself has problems and that a reputable agent would not touch it. While searching online I found this site (Ie Ichiba) and learned that even difficult properties have many successful deals, so I decided to post it.
Cleaning and minimal restoration work alone would probably cost around 1,000,000 yen. How about installing a combined septic tank (gappei johkasou), extending the building into the east garden, and doing a major renovation with a modern kitchen and bath? You could also build a terrace so you can barbecue straight out of the kitchen. That could cost 5,000,000 yen or more. I want to deal with someone who appreciates the value of this location. I also hope for a buyer who understands the value of the water here, which in town is taken for granted and usually not valued.
This is not a sale of both land and building. The building will be sold, but the land (with water) will be leased. It is a somewhat high hurdle for a transaction, but please consider it. Even if you think of it as a place to live out your life, inheritance issues will inevitably arise in the future. I have no inheritance issues, so even if I sell the building now, I can buy it back in the future, and abandonment can be avoided. Also, the land has a well that is as important as life itself, so I can never let go of the land.
The building is old, so I am considering 1,000,000 yen for it and an annual land rent of 500,000 yen. The well equipment and maintenance will all be at my expense. I am thinking of a timing one to two years from now. Because these are such unusual terms (laughs), I will take time. Also, since the well is brand new, I want to observe it for a year to confirm that it does not run dry. Since last year's dry rainy season, Kochi has been in a drought worse than in recent years, yet here, despite being on a 400 m mountaintop, water comes out in abundance.
The selling points are the spectacular view and abundant water. The eastern half of the land is a garden, ideal for barbecues looking down on the great view. Soil improvement work is needed, but you could also have a vegetable garden or grow fruit trees. The north side of the eastern half borders a road, but there is a height difference, so major work would be needed to bring a car in and out.
The west side was originally a garden; at my own expense I will level it so that two cars can be parked. The north side faces the road; there were screening trees but I have cut them all down, because mowing and pruning took too much effort and money. Screening will be discussed separately.
It is not that it is unappealing, but since the building is old, costs will be incurred. Some people may put up with it after a deep clean, but renovation of the water facilities (kitchen, washbasin, bath, toilet) is unavoidable. The toilet is a vault (pit) type, so converting to a flush toilet requires installing a combined septic tank. The damaged plumbing also needs restoring, and piping from the well needs to be installed. Part of the exterior needs repairs. Being on a 400 m mountain, air conditioning is unnecessary in summer, but it is cold in winter, so heating is needed.

180°超絶景標高400mの別荘から、目の前が高知市内、遠くは土佐湾(南東に室戸岬)を眺められます。寝ながら枕越しに、市内の夜景や室戸岬の灯台の光が見えます。高知市内から車で30分の通勤圏内ですが、少し訳あり物件です。
15年前、この土地に別荘を建てましたが、水の確保に大難題があることが発覚しました。その大難題が解決する見込みがたったものの、気がつけば、もう1軒別荘を持ってしまったという新たな難題が発生してしまいました。現在の別荘の周辺には、35年くらい前(昭和63年)のバブルの時代に20軒近く別荘が建てられたそうです。問題の「もう1軒の別荘」はその頃に作られていて、私の別荘の西隣の土地でした。
ここが作られた頃、水は確保できたとのことですが、その後に、水の確保ができなくなり西隣の方はこの別荘を20年程も長く放棄状態にしてしまったようです。時々来られて草刈りしたり、部屋の空気の入れ換えをやっていたようですが、高年齢になってからは数年間は放棄状態で、草が伸び放題且つ、こちらに押し寄せてくる始末です。そこで、水の問題を抱える私の方から井戸掘りしたいから、譲ってほしいと願い出たところトントンと話が進みまして、井戸の工事も成功し、現在に至っています。
当初は、古い建物ですので壊して平地にし太陽光発電をやろうかと思いましたが、太陽光発電は既に採算がとれない時代になっていました。反面、井戸の工事のために樹木の伐採をしたりして、工事業者が言うには水が充分にあれば「超絶景別荘」としての価値は極めて高いと、仰っていました。
地元の不動産屋さんに相談しましたが、相手にされませんでした。また、この土地自体にも問題があるとのことで、まともな不動産屋さんは手を付けないとのことです。そこで、ネットで調べていくうちにこの家いちばサイトを見つけ、難題物件でも成約事例が多数あることを知り投稿してみることにしました。
美装と、最低限の復旧工事のみでしたら100万円くらいかかるのではないでしょうか。合併浄化槽を設置し建物を東側の庭に拡張して、今風のキッチンや風呂などに大改装。また、テラスを作りキッチンから出てバーベキューができるようにする等は如何でしょうか。でもそうすると、500万円以上かかるかもしれません。ここの場所の価値を評価していただける方と取引をしたいです。また、街中では当たり前にありますので普通は価値を感じませんが、ここでの水の価値を理解していただける方を希望しています。
土地と建物の売りではありません。建物は売りますが、土地(水付き)は賃借にします。ちょっとハードルが高い取引になりますが、考えてみてください。終の住処として考えられても、将来必ず相続の問題が発生します。私のとこは相続の問題はありませんので、今回建物を売っても将来買い戻すとかの処置ができ放棄は避けられます。また、その土地には命くらい大事な「井戸」がありますので、土地は絶対手放せません。
建物は古いですが100万円、土地の賃料は年間50万円を考えています。井戸の設備やメンテナンスはすべてこちら持ちです。時期は、1年先~2年先を考えています。こんな、へんてこりんな条件ですから(笑)時間を掛けます。また、井戸はできたばかりですから、1年間は様子を見て渇水しないかどうかを確認したいです。なお、去年の空梅雨以降この高知では近年にない大渇水状態ですが、ここは400mの山の上にも関わらずふんだんに水は出ています。
大絶景と豊富な水がウリです。土地の東側半分が庭ですので、大絶景を見下ろしながらのバーベキューに絶好です。また、土壌の改善工事が必要ですが畑もできますし、果樹栽培も楽しめます。なお、東側半分の北側は道ですが段差があり、車の出し入れには大工事が必要となります。
西側は元は庭園でしたが、ここを整地して車2台止められるように、こちらの費用で工事をします。北側は道路ですので、目隠しの樹木がありましたが全て伐採してます。あまりにも草刈や剪定に手を取られたり、金がかかりますので…。目隠しについては、別途相談となります。
イマイチというわけではないですが、何せ古い建物ですから費用がかかります。美装すれば我慢できる方も居るでしょうが、水回り設備(台所・洗面・風呂・トイレ)のリフォームは必至です。トイレは汲み取りですので、水洗にするとなると合併浄化槽を設置する必要があります。また、破損している水道設備の復旧。井戸からの配水管設備工事の必要。外装の一部に補修工事の必要があります。400mの山の上なので、夏はエアコンは不要ですが、冬は寒いので暖房設備は必要です。
